The EBS Council is a group of stakeholders that develops and promotes consensual, commercially based standards and operating rules to facilitate and promote interoperable electronic government payments and services.

Mission Statement

The EBS Council will assure that the standards and operating rules remain relevant and that they accommodate a variety of governmental payments and services using existing and emerging technologies.  To accomplish this mission, the Council will:

  • Provide a forum for the exchange of information concerning the application of technologies for delivering electronic government payments and services;
  • Maintain, update, enforce and encourage the use of the Quest® Operating Rules; and
  • Promote use of the QUEST Mark and assure its integrity;
  • Develop and maintain, and/or suggest changes to, commercially based standards, rules and business practices that may be necessary to accommodate electronic government payments and services that are not appropriately covered by the QUEST Mark and the Quest Operating Rules; and
  • Suggest changes to governmental program policy that may be necessary to accommodate electronic payments and services.

Goals Statement
Approved January 2003

  1. Provide a forum for the exchange of information on emerging technologies that would enhance the delivery of electronic government payments and services.
  2. Maintain, update, enforce and encourage use of the Quest® Operating Rules.
  3. Promote the use of the QUEST Mark and assure its integrity.
  4. Promote and consider additional applications and programs to be governed by the Quest Operating Rules.
  5. Develop and maintain, and/or suggest changes to, commercially based standards rules and business practices that may be necessary to accommodate electronic government payments and services that are not appropriately covered by the QUEST Mark and the Quest Operating Rules.
  6. Suggest changes to governmental program policy that may be necessary to accommodate electronic payments and services.
