EBS Council Membership
THE VALUE OF BEING A MEMBER
As a member of the Electronic Benefits and Services (EBS) Council, you can:
- Have a voice in the Quest® Operating Rules
- Have the opportunity to work in partnership with high-ranking decision makers in state governments
- Gain knowledge on present and future electronic payment technologies through presentations made at Council meetings
- Network with leaders in electronic payments - a great way to expand business relationships
- Have direct access to other members through online membership directories posted to the members-only section of the EBS Council web site
- Stay informed between meetings through special member-only email announcements
- Receive a quarterly newsletter focusing on current projects, policies, and legislative issues
- Increase membership value and influence decisions by participating in a variety of committees and work groups
- Receive education for new staff on EBS policies at hand and future changes
- Become industry leaders by running for Council Officer and Representative Board positions

MEMBERSHIP CLASSIFICATION
FULL MEMBERS
- Full members have one vote in electing members to the Representative Board and Council
leadership positions from their membership category. Representative Board members vote on the Quest® Operating Rules.
- Full members are permitted to serve as the chairperson or vice chairperson of the Council, the
EBT Forum, or the Government Payments and Services Forum.
- Full members also have the opportunity to participate in and/or serve as chairperson or vice chairperson of Council committees and work groups.
- Full members have votes on any issue that come before the Council, a committee, or work group.
ASSOCIATE MEMBERS
- Associate members are allowed to participate in the resolution of any issue before the Council,
a committee, or work group, but are not entitled to vote or hold leadership positions.
